Responsibilities/Duties:

  1. Possesses and applies basic and advanced knowledge for MDE and IT in two (2) or more of the following modalities: Healthcare Imaging (Radiology), Laboratory, Sterilization, Patient Monitoring, Operating Room Services, Dental, Pharmacy, Respiratory Services, Scopes, Pulmonary, Anesthesia, Veterinary, and High-End Electronics, Information Technology (IT), Networks, RMF, RFID, ATO, Servers, and Systems.
  2. CP shall evaluate, install, maintain, diagnose, repair, calibrate, and test MDE, including high risk and life support MDE. This shall include complex Food and Drug Administration (FDA) approved MDE to include but not limited to integrated/networked systems and related electronics and automation/networking that requires integrating this equipment; examples include magnetic resonance imaging (MRI), computed tomography scanners, radiographic-fluoroscopic x-ray systems, ultrasound scanners, surgical and dermatological lasers, physiological monitoring systems, proprietary local area networks, input and output computers, computed radiography (digital imagery), tele-maintenance, tele-radiography, and telemedicine. CP shall ensure adequacy of all equipment networking and/or LAN integration for assigned functional area to include compatibility with existing utilities and existing equipment/components, determining what modifications to utilities are necessary to ensure the equipment operates as the user intends, and overseeing selection of network hardware. CP shall ensure that cabling such as fiber optics, cat 5, ethernets, etc., and hardware such as switches, hubs and converters are in place and are functioning and capable of interfacing with said hardware (modalities).
  3. Assists in ensuring IA compliance for all Logistics systems. Serves as assistant SA for other IM/IT systems for agreements between sections within Logistics, where MDE is integrated with IM/IT systems (i.e. Temperature Sensitive Medical Products connected to MDE).
  4. Conducts cybersecurity analysis to address and make recommendations of network vulnerabilities, inspections and testing.
  5. Collaborate with Information Management Division (IMD) to ensure HIPAA compliance and connectivity of MDE.

Skills/Knowledge/Abilities:

  1. Has an in-depth understanding and ability to diagnose problems with the quality of images and signals as required by medical professionals based on the equipment, network, and medical procedure being performed. Understands the physiological parameters associated with a patient when diagnosing and troubleshooting MDE (servers/workstations) and deals effectively with patients.
  2. Applies knowledge of information theory, computer science, and systems analysis to integrated operational systems for specific and complex MDE and systems, such as the Cardio/Patient Monitoring Systems, Imaging systems and DINPACS.
  3. Knowledge of systems interface and LAN issues, especially for issues that may not be clearly defined/discussed in manufacturer literature.
  4. Considerable knowledge of the application and repair of computers and servers and how they interface with MDE.
  5. Considerable knowledge of IT standards and IMD conventions as they relate to design approaches, coordination requirements, and documentation.
  6. Considerable knowledge of established IT systems security techniques and procedures to ensure that requirements related to physical, personnel, emanations, and information security is accomplished.
  7. Considerable knowledge of IA performance management/measurement methods, tools, techniques, system security testing, and evaluation principles in order to participate in IA audits and HIPAA security assessments tools.
  8. Considerable knowledge of analysis techniques to be able to devise recovery plans for system failure situations
  9. Considerable knowledge and ability to apply electronic circuitry and technical aspects of the operation, repair and maintenance of electronic equipment. Repair electronic, pneumatic, electro-mechanical and mechanical medical to include troubleshooting, identifying source of problem(s), replacement of defective printed circuit board(s), discrete component(s), or other parts as appropriate.
  10. Has a knowledge of solid state, digital and integrated circuits (microprocessors) to isolate and resolve the complex relationship between electrical, electronic, computer operating systems, mechanical, physical, and chemical components of the equipment and system and changes in circuitry when the patient and respective Environment of Care (EOC) become part of the system is required.
  11. Develop knowledge and gain experience related to each EOC concerning how external forces (e.g., other devices with which it may be interconnected, geographical and climatic conditions, interference from other electronic equipment) may affect the adequate functioning of electronic devices and what methods may have been used successfully in similar circumstances.
  12. Has an in-depth understanding and ability to diagnose problems with the quality of images and signals as required by medical professionals based on the equipment, network, and medical procedure being performed. Understands the physiological parameters associated with a patient when diagnosing and troubleshooting MDE and deals effectively with patients.
  13. Considerable knowledge of analysis techniques to be able to devise recovery plans for system failure situations
  14. Considerable knowledge and skill in using standard Microsoft operating systems, Microsoft Office suite of products for Office Automation, and administrative and clinical software products currently in use at BAMC.
  15. Considerable knowledge of current regulatory requirements.
  16. Substantial knowledge of basic anatomy, physiology, and medical terminology.
  17. Ability to interpret schematics, wiring diagrams, and illustrated parts drawings of biomedical instrumentation.
  18. Able to document investigation of equipment hazard alerts, recalls, updates, and incidents.
  19. Knowledge and ability to apply electronic circuitry and technical aspects of the operation, repair and maintenance of electronic MDE. Repair electronic, pneumatic, electro-mechanical and mechanical MDE to include troubleshooting, identifying source of problem(s), replacement of defective printed circuit board(s), discrete component(s), or other parts as appropriate.
  20. Knowledge of how external forces (e.g., other devices with which it may be interconnected, geographical and climatic conditions, interference from other electronic equipment) may affect the adequate functioning of electronic devices.
  21. Knowledge and skill in using standard Microsoft operating systems, Microsoft Office suite of products for Office Automation, and administrative and clinical software products currently in use at BAMC.
  22. Knowledge of current regulatory requirements.
  23. Knowledge of basic anatomy, physiology, and medical terminology.
  24. Knowledge of color code conventions used in component and wiring marking.
  25. Ability to analyze, repair, and test electronic and electromechanical MDE.
  26. Ability to perform preventive maintenance inspections.
  27. Ability to run diagnostic programs.
  28. Ability to maintain accurate records of repairs, calibration, and tests.
  29. Understand and comply with TJC and other applicable standards and regulations.
  30. Ability to lift up to 50 pounds of MDE and TMDE; to push/pull equipment carts; to kneel, stand, bend, and reach during MDE repair and SPM.
  31. Skill in testing electronic equipment.
  32. Skill in manual dexterity, hand-to-eye coordination, and color vision.
  33. Skilled in effective communications, verbally and in writing, accurately and completely document MDE SPM and unscheduled services.
  34. Able to communicate with clinical staff and provide assistance in service training.

Education/Experience Requirements:

Graduate of a military BMET Course or a higher education degree from an accredited college in BMET or Engineering. Minimum of four years' experience in the repair and maintenance of MDE (six months of internship shall be considered). The Contractor may review candidates who do not meet the requirements but have hands-on experience through a bona fide occupational qualification (BFOQ). Must be able to obtain and maintain a SECRET security clearance. Must have DoD Information Assurance Technician (IAT) Level II Certification (DoDI 8570 is going to be DoDI 8140).
