Title: Logistics Technician

Location: Fort Sam Houston, San Antonio, Texas

The McConnell Group, Inc. (TMG) is seeking an experienced Logistics Technician to support the U.S. Air Force's logistics management. Base Support Services at the Air Force Research Laboratory (AFRL) 711 HPW/RHD Bioeffects Division in the Tri-Service Research Laboratory (TSRL) at Joint Base San Antonio (JBSA), Fort (Ft) Sam Houston, TX requires Advisory and Assistance (A&AS) services necessary to perform the Logistics Management Office (LMO) function.

This full-time position will be located at TSRL with travel to local military installations. Work schedule is Monday-Friday 0645 to 1615 with a 45-minute lunch break; however there may be times when it is necessary for the contractor to work after duty hours in support of specific tasks. Although schedule may have to be flexible, it will not exceed 40 hours per week. Contractor employees requiring access to USAF bases, AFRL facilities, and/or access to U.S. Government Information Technology (IT) networks in connection with the work on this contract MUST BE U.S. CITIZENS. For the purpose of base and network access, possession of a permanent resident card ("Green Card") does not equate to U.S. citizenship.

The position requires a SECRET clearance.

This position is contingent upon contract award to TMG.

This requirement shall provide an assortment of logistics functions to include input and extract from the different Air Force (AF) computer systems in support of the Logistics Management Office (LMO) which encompasses the Logistics Materiel Control Activity (LMCA), Medical Supply, Information Technology (IT), Test, Measurement, Diagnostic Equipment (TMDE), Technical Order Distribution Office (TODO). The contractor shall provide all logistics support to assist with administrative, mailroom, training, pick-up and delivery, receiving and storage of equipment, maintaining oversight of working/component stock, customer support, equipment control, material handling duties, warehousing, asset management, technical order and distribution order management for continuously functioning LMO operation in accordance with AF directives identified in Appendix D, to include interface/interactions with Headquarters Air Force Material Command (AFMC), Headquarters Air Education and Training Command, 59th Medical Group, AFRL, 502 Logistics Readiness Squadron (LRS) and subordinate/associated units.


Mandatory Qualifications:

  • Bachelor of Science in Logistics or Supply Chain Management and 3 years of relevant work experience OR
  • Any Bachelor's degree and 6 years of relevant work experience OR
  • 10+ years of relevant work experience PLUS
  • Proficiency in Microsoft software programs which include Word, Outlook, Excel, PowerPoint, and Access
  • Clean driving record and experience operating a forklift

Tasks (list is not all-inclusive; other tasks may be required):

  1. Administrative Functions:
  • Maintain files, publications, and shall update as changes occur all regulations, manuals, and other directives and instructional material related to logistics management services
  • Process requests for waivers or supplements to regulations, publications and other directives through the Logistics Manager
  • Maintain office equipment, including periodic cleaning of equipment and manage any office equipment maintenance contracts
  • Records Management
  1. Procedures and Training Functions:
  • The contractor shall have experience with the following systems: Defense Property Accountability System (DPAS), Enterprise Environmental, Safety, and Occupational Health Management Information System (EESOH-MIS), Defense Medical Logistics Standard Support (DMLSS) and Technical Data System (TDS)
  • Prepare and maintain a Custody Receipt Listing, establish and maintain the training records, and perform sub-custodian training
  • The contractor shall be trained on the safe use of all vehicles and equipment

Customer Support Functions:

  • Receive all requests for supplies and equipment and maintain documentation
  • Ensure Government's authorized requests for supply and equipment are in compliance with all mandated supply and equipment guidelines
  • Review purchase requests for compliance with established AF procedures to include HAZMAT and controlled drugs. Once the review is complete, the contractor shall assign a Logistics Material Control Activity Control (LMCA) Number and forward purchase request to the Government Buyer authorized to place the order. The Government Buyer for non-medical supplies will be located within TSRL and the Government Buyer for medical supplies will be located at San Antonio Military Medical Center (SAMMC). The contractor shall manage all purchase requests to include: research, follow-up, closeout, file control, maintaining audit trails. The contractor shall provide assistance to the Government in responding to computer surveillance audits levied by audit agencies.

Base Supply Equipment Control Functions:

  • Serve as the Base Supply Equipment Custodian, IAW AFI 23-101, Air Force Material Management. This position will be identified in writing and shall be accountable for property assigned to the TSRL. The contractor shall complete all required training in order to serve as Equipment Custodian for base supply accounts.
  • Produce DPAS Custodian Asset Report at least annually or as required for the sub-custodians. The contractor shall ensure the sub-custodians conduct a 100% annual inventory, obtain proper signatures, and file. Semi-annual inventories will be conducted on COMSEC accounts. Contractor shall ensure inventory results are filed in the custodian jacket file in accordance with regulations
  • Provide equipment training to all sub-custodians

IT Equipment Control Functions:

  • Maintain IT asset accountability, IAW AFI AFMAN 33-153, Information Technology Asset Management, for TSRL. The contractor shall serve as the Equipment Control Officer (ECO) for the organization, in accordance with paragraph
  • Ensure each IT account has a primary and alternate Information Technology Equipment Custodian (ITEC) assigned
  • Ensure the ITECs conduct a 100% annual book to floor/floor to book inventory utilizing the DPAS Inventory List
  • Receive, prepare and process documents to establish accountability for all IT assets located within TSRL. Upon receipt of accountable IT assets, the contractor shall ensure the item is barcoded and added to the applicable IT equipment account and updated via DPAS.
  • Medical Supply Equipment Control Functions:
  • Serve as the Medical Equipment Custodian
  • Working with the 59th Medical Logistic Readiness Squadron (MLRS), the contractor shall provide medical asset accountability IAW AFI 41-209, Medical Logistics Support, and maintain control and effectively manage the property assigned to their accounts IAW AFI 23-111, Management of Government Property in the Possession of the Air Force
  • Utilizing the DMLSS Inventory List received from the 59th MLRS, the contractor shall ensure the medical sub-custodians conduct an annual 100% book to floor/floor to book inventory
  1. Material Handling Functions:
  • Serve as the TSRL central receiving point for supplies and equipment received via the LMO
  • Document all commercial deliveries no later than one hour of receipt of the property. The contractor shall notify the appropriate personnel via phone/e-mail that equipment has been received in the LMO area.
  • Store supplies and equipment in assigned storage areas, perform inventories annually, manage and handle special assets (hazardous materials, controlled drugs, refrigerated items) in accordance with directives
  • Provide pick-up and delivery service for supplies and equipment to include turn-ins to laboratory, TSRL customers, Precision Maintenance Equipment Laboratory (PMEL), Base/Medical Supply, IT and Defense Reutilization, and Marketing Office (DRMO) using a Government vehicle.
  1. Special Logistics Support Functions:
  • Working with Branch POCs, the contractor shall establish and assist in maintaining oversight of working/component support stocks for each area that utilizes expendable stocks
  • The contractor shall ensure the Composite Tool Kit (CTK) program is maintained IAW AFRLI 21-101, Logistics Maintenance Management
  • As contractor purchased property is turned over to the government for accountability purposes, the contractor shall ensure required commercial-off-the-self (COTS) manuals are loaded within the Technical Data System (TDS) holding area or provided to the TODO via disk. TDS website will be provided to all AFRL personnel.
  • The contractor shall ensure all personnel involved with handling, repair, or storage of Electro Static Discharge (ESD) items receive initial and annual ESD awareness training. Training certificates will be filed in LMCA.
  1. Vehicle Control Functions:
  • Serve as the Vehicle Control Officer (VCO) and meet organization responsibilities listed in AFI 24-302, Vehicle Management, for all vehicles assigned
  • The contractor shall ensure vehicles are washed and inspected monthly
  • The contractor shall report miles to the host base LRS on a monthly basis
