The McConnell Group (TMG) is a Life Science company supporting biomedical, clinical, and scientific research projects for Government, Academia, and Commercial companies. We sourcing for a Program Manager for a future opportunity in Alexandria, VA.

The Program Management is the primary point of contact (POC) for the Contractor is responsible for managing the oversight of the tasks described below. The Contractor shall ensure that its staff is fully trained in all RMO-specific policies and procedures. The Contractor shall ensure that its staff is able to complete the required day-to-day functions of RMO including maintain accurate financial and accounting data. The Contractor shall also ensure full functionality, maintain Standard Operating Procedures (SOPs), and ensure changes to RMO business practices are communicated to all relevant staff and contractors within the Office of the Assistant Secretary of Defense (OASD or ASD) for Sustainment (S).

Required Education:

a. A Bachelor's Degree (or higher).

b. Minimum of two-five (2-5) years' experience with Contractor Workforce Review Board Support, DoD CAC processes and procedures. In addition, experience with DoD Program, Planning, Budget Execution (PPBE) Include 2-5 years' experience with the Office of Secretary of Defense, Military Department Headquarters level.

c. Experience with OSD DAI, EBAS Financial.

d. Clearance: Active Secret

Desired Education:

a. Two – five (2-5) years' experience with Contractor Workforce Review Board Support,DoD CAC processes and procedures. In addition, experience with DoD Program,Planning, Budget Execution (PPBE).

b. Minimum of two-four (2-4) years' experience with the Office of Secretary of Defense, Military Department Headquarters level.

c. Experience with OSD DAI, EBAS Financial Systems.

d. Clearance: Active Secret

Knowledge/Skills/Abilities:

a. The Contractor shall provide and manage trained personnel to ensure effective and efficient day-to-day business operations in accordance with DOD's Financial
Management Regulations (FMR) and practices. Personnel shall be proficient in general business tools and software, accounting practices, and in RMO-specific operations (software applications and operating procedures).

b. The Contractor shall effectively manage personnel attrition and turnover to ensure
operations continue smoothly while new staff is being hired and trained.

c. The Contractor shall provide oversight of the financial management processes to verify their staff is providing accurate and responsive support. Whenever deficiencies are uncovered, the Program Manager shall take corrective actions to resolve deficiencies.

d. The Contractor shall provide employees training to ensure staff expertise remains at a level to efficiently and effectively execute task order requirements.

e. The Contractor Program Manager shall provide monthly and quarterly status reports.

f. The Contractor shall maintain RMO Standard Operating Procedures (SOPs) and
recommend "best practices" to continually improve RMO business operations. Monitor policy changes and update or create new SOPs and/or work instructions as necessary. Manage the process for annual review and certification of SOP adequacy.

g. The Contractor shall provide transition training and coverage, as required, enabling a new Contractor to carry on seamlessly.

f. The Contractor shall participate in working groups that are tasked with review of
financial practices and/or policies.

g. CWRB Package Coordination & Tracking - The Contractor shall assemble and
coordinate Contractor Workforce Review Board (CWRB) packages. The Contractor
shall collect from the Government Technical Representative (GTR) and/or the
Contracting Office Representative (COR) within the functional office for each contract, the Independent Government Cost Estimate (IGCE), Performance Work Statement (PWS), and Contract Workforce Review Board (CWRB) form. The CWRB packages shall include such documents as the action memo to the Assistant Secretary of Defense for Sustainment (ASD(S)) or Principal Deputy Assistant Secretary Defense (PDASD (S)) for approval before submission to A&S Admin; the -CWRB form must contain details such as financial information; full time equivalent (FTE) count for on- and offsite contractors, and full and accurate names of the contractor's staff that will be receiving a Common Access Card (CAC) and/or Building Access.

The Contractor shall produce the CWRB Tracking Report to monitor the assembly and coordination of the CWRB packages and important contract information, which
includes the Sustainment project number, contracting company, contract number,
period of performance, contract GTR and COR, building badge and CAC requests,
submission and approval dates for various coordination, processing duration metrics,
the project's history from the previous fiscal year, FTE data and critical comments.

h. Building Badge and CAC Processing - The Contractor shall collect from the company Facility Security Officer (FSO) and/or GTR for the office receiving the contractual support, the need documentation required to obtain Contractor Building Badge and CAC. These documents include the authorization memo for DD Form 2249, "Request for Preparation and Endorsement of DoD Building Pass Application," the Visit Authorization Letter (VAL), the authorization memo for DD Form 1172-2, "Request for Endorsement of DD Form 1172-2 (for a Contractor/Non-OUSD(A&S) Personnel)," the contract or contract modification, and the signed CWRB form. The Contractor shall coordinate with the director of RMO for signature then coordinate the requests with the A&S Security Office. The Contractor shall update the CWRB and CAC tracker as they are informed by the various approving agents.
